A number of readers have informed us that the Voice Memos app is missing in iOS 7 beta that was seeded to developers last week.
The good news is that, it will be available in future iOS 7 beta release as a leaked image from the WWDC developer sessions shows the Voice Memos app on the Home screen of an iPod touch running iOS 7. It looks like the app will also get an all-new icon, which is not surprising.
As MacRumors points out, Apple has mentioned the lack of Voice Memos app as one of the known issues of first beta version of iOS 7.

So don’t worry, the Voice Memos app should be available in iOS 7 when it is released to the public. It remains to be seen if Apple will include it in the next beta version of iOS 7.
